Direct target group
The Vietnam Women's Union, to strengthen the capacity of its
members at central level in Hanoi and at Provincial, District
and Commune levels in 17 provinces.

Indirect target clients
Poor and disadvantaged rural women - the indirect beneficiaries
of the project.

Seven provinces (Light blue on map)
- North: Ha Nam, Nam Dinh, Vinh Phuc, Phu Tho
- Centre: Thua Thien Hue, Kon Tum
- South: Tien Giang
Second Phase
Ten new provinces (Dark blue on map):
- North: Hung Yen, Hai Phong, Tuyen Quang
- Centre: Quang Binh, Quang Tri, Quang Nam, Da Nang
- South: Dong Thap, Binh Thuan, Dong Nai
